• Labour market test — Employer via Nodarbinātības valsts aģentūra (State Employment Agency, NVA): The employer registers the vacancy with the NVA so local and EU candidates can apply before a third-country national may be recruited. (Vacancy must remain open at least 10 working days (exempt for EU Blue Card high-qualification roles))
• Invitation approval — Employer via Pilsonības un migrācijas lietu pārvalde (Office of Citizenship and Migration Affairs, OCMA/PMLP): The employer submits an application for approval of a written invitation, electronically signed with a secure e-signature, to OCMA at pasts@pmlp.gov.lv.
• Salary / qualification check — Authority via Pilsonības un migrācijas lietu pārvalde (Office of Citizenship and Migration Affairs, OCMA/PMLP): OCMA verifies the offered salary and (for the EU Blue Card) the higher-qualification criteria meet the statutory thresholds before approving the invitation. (EU Blue Card minimum gross salary EUR 1,916/month (reduced EUR 1,532/month under Cabinet Regulation No. 108))
• Long-stay visa / consular application — Worker via Latvian diplomatic or consular mission abroad (under the Ministry of Foreign Affairs): Once the invitation is approved, the worker applies for the residence permit (or entry visa) at a Latvian embassy or consulate in their country of residence.
• Residence permit examination — Authority via Pilsonības un migrācijas lietu pārvalde (Office of Citizenship and Migration Affairs, OCMA/PMLP): OCMA examines the residence permit application and, if approved, issues a temporary residence permit with the right to employment. (30 days (standard); 10 working days or 5 working days for expedited examination · State fee EUR 100 (30 days), EUR 200 (10 working days), or EUR 400 (5 working days))
• Entry and registration — Worker via Pilsonības un migrācijas lietu pārvalde (Office of Citizenship and Migration Affairs, OCMA/PMLP): The worker enters Latvia, collects the residence permit card, declares their place of residence and provides required health documentation.
