• Quota / pre-application — Employer via Ministero dell'Interno - Sportello Unico per l'Immigrazione: The employer verifies that the hire falls within an available decreto flussi quota and pre-fills the nominative nulla osta application on the Ministry of the Interior services portal (Portale Servizi ALI) during the pre-registration window.
• Nulla osta application (click day) — Employer via Ministero dell'Interno - Sportello Unico per l'Immigrazione: On the designated click day the employer submits the pre-filled request for the nulla osta al lavoro (work authorization) for the specific foreign worker to the Sportello Unico per l'Immigrazione of the province where the work will take place. (Nulla osta to be issued within 30 days of the application under the 2026-2028 decreto flussi reform)
• Nulla osta decision — Authority via Sportello Unico per l'Immigrazione (presso la Prefettura): The Sportello Unico verifies labour-market availability through the employment centre and sector/ATECO compliance, then issues the nulla osta to the employer and transmits it to the relevant Italian consulate.
• Work entry visa — Worker via Rappresentanza diplomatico-consolare italiana (Italian consulate/embassy): The worker applies at the competent Italian consulate in the country of residence for the national entry visa (visto per lavoro subordinato) on the basis of the issued nulla osta.

• Residence permit application — Worker via Questura - Ufficio Immigrazione: Within 8 working days of entry the worker submits the permesso di soggiorno per lavoro subordinato application (postal kit) directed to the Questura, then attends the appointment for fingerprinting and collection. (Application must be lodged within 8 working days of entry; permit for permanent employment issued for up to 2 years · Postal slip EUR 30.46 (electronic permit production) + EUR 16.00 marca da bollo + approx.
